[C++ Toolkit ANNOUNCE] Support of SGI(IRIX64) platform has been discontinued

We are discontinuing our support for the IRIX64 platform (IRIX64-6.5
/SGI-Mips/MIPSpro-7.3.1.3m).
 
This affects at least the following resouces that NCBI used to support
for this platform:
   - NCBI C++ Toolkit
   - NCBI C Toolkit
   - BLAST
