[C++ Toolkit ANNOUNCE] LXR C++ Toolkit Source Browser -- split into public and private

For security reasons, we decided not to show INTERNAL sources to
general public anymore.

"Outside" people still can browse the code of core projects
(those distributed in the C++ Toolkit snapshots) at the usual public
place:
		  http://www.ncbi.nlm.nih.gov/IEB/ToolBox/CPP_DOC/index.html

NCBI developers can browse all sources including INTERNAL ones in
intranet:
		  http://intranet.ncbi/IEB/ToolBox/CPP_DOC/index.html
