Challenges
- Eliminating "Resource Silos."
- Not overstepping the Emergency Management Agency's (EMA's) authority.
- Work output at a regional level.
- Elimination of grant funding.
- System ownership.

Some of the challenges during this process included separate entities sharing what resources they truly have available, as well as not overstepping the county EMAs and their role as resource coordinators. As with most regional projects, all of those participating have full-time jobs with other organizations. This limits the amount of work that can be output from participants. An evaluation was also done of the potential for long-term grant funding and if this will continue to be available from AHRQ.
