This hospital unit, and five more like it, arrived in France late in May, and went immediately to relieve the medical staff at British Expeditionary Force base hospitals. Meanwhile, the regular Army Medical Department staff were beginning to organize the personnel and supplies of the first U.S. field and general hospital units for mobilization.<\/p>\n<p>Merritte W. Ireland, Assistant Chief Surgeon of the AEF, was charged with this enormous undertaking. A diary account of his first few months in the war, included in the <a href=\"https:\/\/findingaids.nlm.nih.gov\/repositories\/4\/resources\/909\">Merritte W. Ireland Papers<\/a> at NLM, helps convey the complexity of medical administration during wartime. One of Ireland\u2019s first tasks was to tour the southwest regions of France to inspect sites for camps and convalescent hospitals, especially their water supplies and proximity to good docks on the coast (the latter being essential for getting in supplies and troops.) He also recorded his concerns about the shortage of hospital trains (the U.S. would soon purchase more from Britain), shortage of lumber for building general hospitals, working with the Red Cross, U.S. Army takeover of the Ambulance Americaine in Paris, incidence of infectious diseases at the U.S. camp in St. Nazaire, control of prostitution (to control venereal diseases), and more mundane matters such as laundry facilities. Writing about a dinner with Drs. George Crile and Harvey Cushing on July 9th, he grumbled that he wished the two men weren\u2019t working at the British base hospitals, as their brilliance would be useful in the main American efforts.<\/p>\n<p>Dr. Ireland was well-qualified to lead this effort. He joined the Army Medical Service just after receiving his M.D. in 1891, and served in posts all over the U.S. before the Spanish American War; during and after that conflict he served in both field and administrative posts in Cuba and the Philippines. He spent several years at the Surgeon General\u2019s Office in Washington as an administrator in various departments and was then assigned to Ft. Sam Houston in Texas, which was the hospital center for the 1916 <a href=\"https:\/\/circulatingnow.nlm.nih.gov\/2016\/10\/20\/the-punitive-expedition-1916\/\">Punitive Expedition<\/a> to Mexico, led by General John Pershing. Sam Houston, Texas, on the night of May 17th, 1917, I found an order there directing me to proceed at &lt;\/p&gt; &lt;p&gt;once to Washington and report to the Adjutant General of the Army. I had been absent from home for four days with a Board inspecting &lt;\/p&gt; &lt;p&gt;camp sites for the conscript army. My order had been received on the 15th. I spent the 18th day of May turning over the hospital to &lt;\/p&gt; &lt;p&gt;Metcalf, disposed of &#8220;Betsy&#8221; and &#8220;Jack&#8221;, packed my belongings and left Ft. Sam Houston for Washington on the morning of May 19th. The &lt;\/p&gt; &lt;p&gt;journey to Washington was without incident and we arrived there Monday, May 21st at 11:00 o&#8217;clock. Birmingham, Kean, and Williamson &lt;\/p&gt; &lt;p&gt;met me at the station and took me to the club for lunch where I saw a great number of old friends. Birmingham had telegraphed me at &lt;\/p&gt; &lt;p&gt;San Antonio that I was to come prepared for field sericce abroad, so with the information that I had previously had, I had a very good &lt;\/p&gt; &lt;p&gt;idea as to where I was to go. I was greatly surprised to find at the club that everybody knew my assignment. &lt;\/p&gt; &lt;p&gt;In Washington&lt;br \/&gt; I reported at once to General Pershing&#8217;s headquarters. There was already a memorandum for me to get together the personnel and &lt;\/p&gt; &lt;p&gt;material to go with the Headquarters Expedition. It was supposed that we would get away very soon indeed, in fact they thought we &lt;\/p&gt; &lt;p&gt;would get away on the 24th. The few days we remained in Washington were very busy ones, in fact altogether too busy to accomplish good &lt;\/p&gt; &lt;p&gt;work. I selected the medical officers for the base hospital and for the regiment that are to come with the first division. The Medical &lt;\/p&gt; &lt;p&gt;Department had prepared for a supply depot. I selected five civil service clerks, one of whom failed to get on the boat with us. I got &lt;\/p&gt; &lt;p&gt;Sergeant Dickson and Aylor ordered to come with the Headquarters, also six non-commissioned officers and twelve privates, but it was &lt;\/p&gt; &lt;p&gt;agreed that they should not come wiht the headquarters but report later with the first convoy. Peed and Beeuwkes had already been &lt;\/p&gt; &lt;p&gt;assigned as assistants and Mount was ordered to accompany us as supply officer. During the time I was in Washington I stopped with the &lt;\/p&gt; &lt;p&gt;Birminghams and was royally treated. I attempted to do business with Major Palmer in regard to the number of ambulance companies and &lt;\/p&gt; &lt;p&gt;field hospitals to come with the first division and also the evacuation and base hospital facilities which should be provided. I never &lt;\/p&gt; &lt;p&gt;got further than the ambulance companies and field hospitals for he told me the whole proposition had been thrashed out and had been &lt;\/p&gt; &lt;p&gt;approved and was in print, and that he thought it would be most unfortunate to open the question. As a result we came with three &lt;\/p&gt; &lt;p&gt;ambulance companies and three field hospitals with the first division, and no evacuation or base hospitals, officially assigned. The &lt;\/p&gt; &lt;p&gt;Surgeon [unreadable], however, has prepared to send four evacuation hospitals and five base hospitals with the Expedition. The Chief &lt;\/p&gt; &lt;p&gt;Surgeon&#8217;s Office had also prepared to send a base medical supply depot to France and promised to get it off at the earliest &lt;\/p&gt; &lt;p&gt;practicable date, not late than June 10th. As soon as I reported to General Pershing, he told me he had asked for me personally, which &lt;\/p&gt; &lt;p&gt;is a source of much great satisfaction to me. Colonel Bradley is to be the Chief Surgeon of the Forces in France, which is another &lt;\/p&gt; &lt;p&gt;source of great satisfaction to me. He will make an excellent Chief Surgeon and I know of no one for whom I would prefer to be a first &lt;\/p&gt; &lt;p&gt;assistant. While the stay in Washington was unsatisfactory in many ways, I was greatly impressed with the consideration and great &lt;\/p&gt; &lt;p&gt;affection with which I was received by so many many people in Washington. It really made a great impression on me which I will not &lt;\/p&gt; &lt;p&gt;forget. The same expression of friendliness exists with all the fine men who were assigned to General Pershing&#8217;s Headquarters. I left &lt;\/p&gt; &lt;p&gt;Washington the night of May 27th, arriving in New York the morning of the 28th, proceeding to Governor&#8217;s Island and we embarked on the &lt;\/p&gt; &lt;p&gt;&#8220;Baltic&#8221; for Liverpool on the afternoon of the 28th.&lt;\/p&gt; &lt;p&gt;Ship Board&lt;br \/&gt; The &#8220;Baltic&#8221; is a magnificant, twenty-three thousand ton ship with seventeen knots to her credit. Our accommodations were excellent. &lt;\/p&gt; &lt;p&gt;She was loaded down with about twenty-three thousand tons of food stuffs. We went away down the Bay in a large government tug to board &lt;\/p&gt; &lt;p&gt;her. The trip over was without incident. After leaving New York, apparently we turned north and about noon on the 29th we practically &lt;\/p&gt; &lt;p&gt;stopped and hung around outside Halifax Harbor until one o&#8217;clock of the morning of the 30th when we received orders to proceed. Nobody &lt;\/p&gt; &lt;p&gt;knows the way in which we proceeded to England. I know the weather was extremely cold for a while and afterwards got warm. The general &lt;\/p&gt; &lt;p&gt;opinion was that we were coming to the north of Ireland but about the time we thought we were going to turn south we actually turned &lt;\/p&gt; &lt;p&gt;northeast and then it dawned upon us we had been greatly mistaken and had come far south in our course. On the way over many questions &lt;\/p&gt; &lt;p&gt;were discussed. We examined Mount for his promotion. We gave typhoid and para typhoid at stated intervals to all officers, clers and &lt;\/p&gt; &lt;p&gt;enlisted men. This treatment was instituted at Washington, on the afternoon of May 23rd. I was on a board headed by Colonel McCarthy &lt;\/p&gt; &lt;p&gt;to consider the question of a port in France. When we figured up the requirements, I was quite surprised to lean that it will take &lt;\/p&gt; &lt;p&gt;fifty thousand tons of freight a day to supply an army of a million men in France. This, in all probabilities, is an underestimate but &lt;\/p&gt; &lt;p&gt;it shows the stupendous task. We were instructed as to the method of procedure in case we were torpedoed and were told very frankly &lt;\/p&gt; &lt;p&gt;about the time we would arrive in the dange zone. We arrived in this zone about eight o&#8217;clock Tuesday afternoon, May 5th. Sometime during the day this pilot suddenly disappeared and about twelve o&#8217;clocl the night of the &lt;\/p&gt; &lt;p&gt;7th we anchored in the outer harbor in Liverpool. Nothing had been seen or heard of a sub-marine. I have been told that some officers &lt;\/p&gt; &lt;p&gt;and some of the other people on the boat were very much disturbed about the danger of the sub-marines. Personally, I realized that we &lt;\/p&gt; &lt;p&gt;were in danger but for some reason or other could not work up any great excitement on the subject. I prepared my mind as to what I &lt;\/p&gt; &lt;p&gt;would do in case were torpedoed and rested at ease at that. There certainy was no excitement among the passengers and a great many &lt;\/p&gt; &lt;p&gt;women were included in this list. We had Mr. Fred Palmer and his wife and Mr. Grasty with us. We all were compelled to wear civilian &lt;\/p&gt; &lt;p&gt;clothes until the destroyers appeared. This was to insure against shelling if we were torpedoed and the sub-marine further ventured &lt;\/p&gt; &lt;p&gt;abroad. &lt;\/p&gt; &lt;p&gt;In England&lt;br \/&gt; We landed at Liverpool about 9 o&#8217;clock the morning of the 8th. We were royally received by a guard of honor and by the Commanding &lt;\/p&gt; &lt;p&gt;General, General Campbell. I accompanied the Commanding General in inspecting the guard and was therefore the first medical &lt;\/p&gt; &lt;p&gt;representative to land on the shores of England. This was certainly an epoch making event and the Lord only knows where it will lead &lt;\/p&gt; &lt;p&gt;us. A special train was prepared and we were taken to London where we arrived about 4:00 o&#8217;clock in the afternoon. We were received in &lt;\/p&gt; &lt;p&gt;a quiet way and taken to the Savoy Hotel. Bradley met us and Iwas royally glad to see him. During the afternoon I went with Bradley to &lt;\/p&gt; &lt;p&gt;get my reading glasses fixed and to get a uniform at Henry Keen, No. 2 South Hampton Road. We drove thru many places of interest and &lt;\/p&gt; &lt;p&gt;finally called on Mrs. Bradley, after we had been to the Embassy and I had been able to drop a note to &#8220;Jim&#8221;. That night General &lt;\/p&gt; &lt;p&gt;Pershing and his immediate staff were dined by Lord Brook at the Savoy Hotel. Lord Brook is a young English Major General in the &lt;\/p&gt; &lt;p&gt;British Army and is the future Earl of Warwick. I was fortunate in being placed next to Colonel James whom I knew in Washington when &lt;\/p&gt; &lt;p&gt;he was the Attache there. From now on Bradley took my place as the Head of the Medical Department. Saturday morning we went to the &lt;\/p&gt; &lt;p&gt;Embassy to pay our respects to the Minister. I went to Keen&#8217;s and had a fit. I made the great mistake of not purchasing a pair of &lt;\/p&gt; &lt;p&gt;boots at the Army Cooperative Store. We had lunch at the Savor with Colonel Lassiter. The afternoon was taken up with small affairs &lt;\/p&gt; &lt;p&gt;and in the evening Major Robert Bacon took me to the Reitz for dinner, &#8212; that is one of the famous places in London. Sunday morning I &lt;\/p&gt; &lt;p&gt;prepared my luggage for our trip to France which was to begin Sunday afternoon at 2:00 o&#8217;clock. While in London Dickey Strong came to &lt;\/p&gt; &lt;p&gt;see me and Sunday morning I had breakfast with Major Hugh Young and a Doctor Williams, who has been looking into the venereal &lt;\/p&gt; &lt;p&gt;situation in Europe as it effects the army. Fortunately Major Bacon took me to call on Sir Alfred Saturday afternoon and we saw &lt;\/p&gt; &lt;p&gt;him just before he left the office. We left London Sunday afternoon at 2:00 o&#8217;clock for Paris by way of Folkstone and Boulogne. We &lt;\/p&gt; &lt;p&gt;left at 6:30 and arrived at Boulogne at 8:00 o&#8217;clock. This trip is considered rather a dangerous one and we were required to wear our &lt;\/p&gt; &lt;p&gt;life belts all the way over. Nothing out of the ordinary happened. &lt;\/p&gt; &lt;p&gt;In France&lt;br \/&gt; We were met by a French officer who told us that dinner had been prepared for us at a restaurant nearby. In view of the fact that I &lt;\/p&gt; &lt;p&gt;accompanied McCarthy&#8217;s Board, I became the first medical officer to land in France. We left Boulogne at 9:00 o&#8217;clock in the evening. &lt;\/p&gt; &lt;p&gt;Just as we were taking our train a big hospital train came in with wounded from the Messeines fight. I was very much impressed with &lt;\/p&gt; &lt;p&gt;these enormous cars with three tier bunks. Our accommodations to paris was most uncomfortable but we arrived at 5:30 in the morning &lt;\/p&gt; &lt;p&gt;and were met by Logan, Barker, Church and Wadhams. I was immediately taken to the Continental Hotel. The day was spent in great &lt;\/p&gt; &lt;p&gt;confusion around Paris, making official calls and arranging to start out on our inspection trip. We finally made arrangements to leave &lt;\/p&gt; &lt;p&gt;at 8:00 o&#8217;clock on Tuesday morning, June 12th. Major Lavelle and Major Appleton were detailed to accompany us. On Monday afternoon we &lt;\/p&gt; &lt;p&gt;took dinner at the Army and Navy Club as the guests of Peltier. It was certainly a charming dinner but as I had not yet recovered from &lt;\/p&gt; &lt;p&gt;my last dose of para typhoid, I was personally in great distress. We arrived at Nantes at 2:30 the afternoon of the 12th and spent the &lt;\/p&gt; &lt;p&gt;rest of the afternoon investigating the docks, camp sites and the Grand Lyce Hospital. The next morning we investigated Hospital No. &lt;\/p&gt; &lt;p&gt;25 and Grand Seminary Building. Hospital No. 25 accommodates 500 patients and it is believed the Grand Seminary Building would &lt;\/p&gt; &lt;p&gt;accommodate a thousand patients when completed. We then drove on to Savenaywhere we found a hospital admirably adapted to accommodate &lt;\/p&gt; &lt;p&gt;300 patients which the French Government is willing to turn over to us if needed. We then proceeded to St. Nazaire and after lunch &lt;\/p&gt; &lt;p&gt;investigated the water works, the water supply, the damp sites which had been selected and which were under construction and College &lt;\/p&gt; &lt;p&gt;Hospital which contains 300 beds and which is being prepared to be turned over to us. The water supply is the serious question here &lt;\/p&gt; &lt;p&gt;and the local supply must be supplemented by bringing water from Nantes by boat. In the morning we continued our investigation of the &lt;\/p&gt; &lt;p&gt;water supply, driving out to Montoir and from there went to Le Baule and Pornichet. The last two places are summer resoirts, perfectly &lt;\/p&gt; &lt;p&gt;beautifully located. They are practically closed now but the fine water and hotels are there and they will be ideal structures for our &lt;\/p&gt; &lt;p&gt;convalescent hospitals. The British had hospitals here in 1914. After lunch we returned to Nantes, stopping at Saveney on the way. We &lt;\/p&gt; &lt;p&gt;remained at Nantes the night of the 14th. On the morning of the 15th we started to La Rochelle by automobile. We arrived at La Rochelle at 11:30 and immediately went to call ont he &lt;\/p&gt; &lt;p&gt;medical officer in charge of the hospital. We found very quickly that there was no hospital facilities for us at La Rochelle. In the &lt;\/p&gt; &lt;p&gt;afternoon we visited the port at La Pallice. This is a perfectly beautiful port and well adapted for our purposes. It is the best &lt;\/p&gt; &lt;p&gt;proposition that we have seen yet. The water supply which is obtained from La Rochelle is excellent. The hospital accommodations will &lt;\/p&gt; &lt;p&gt;have to be developed entirely from this vicinity. We left at 5:00 o&#8217;clock in the evening for Bordeaux and arrived there at 10:30 that &lt;\/p&gt; &lt;p&gt;night. &lt;\/p&gt; &lt;p&gt;Bordeaux&lt;br \/&gt; On the morning of the 16th we immediately started for Bassens to inspect the docks there. They are fine. We pent all day examining &lt;\/p&gt; &lt;p&gt;these docks and camp sites in the vicinity. The propositions is perfectly splendid and it will answer our purposes very well. The &lt;\/p&gt; &lt;p&gt;water supply for Bassens and the camps will be taken from the Bordeauz supply, which is abundant and of excellent quality. In the &lt;\/p&gt; &lt;p&gt;afternoon we visited the French instruction camps at Sorge. It is an admirable camp and we can do well to follow its model. On our way &lt;\/p&gt; &lt;p&gt;home we visited Military Hospital No. 25 which contains a thousand beds. The French are willing to turn over one-half of this hospital &lt;\/p&gt; &lt;p&gt;to us if we need it. These are the only fit hospital facilities immediately available for us. During our trip we visited a chateau &lt;\/p&gt; &lt;p&gt;where we found the wife and sister and children. They must have been of immense wealth but the husbnad is an enlisted man in the &lt;\/p&gt; &lt;p&gt;mounted regiment. This shows the way in which manpower is used in france. Saturday night we had our dinner at the Red Head Restaurant.&lt;\/p&gt; &lt;p&gt;Sunday, June 17th, we left Bordeaux early in the morning for Pauillac. This is a small town with miserable sanitary arrangements but &lt;\/p&gt; &lt;p&gt;about three miles from the place there is a nice dock. Close to this dock is a big iron mill, and this corporation has a perfectly &lt;\/p&gt; &lt;p&gt;splendid artesian well which produces 17,500 gallons of water an hour. The place cannot be used for docking purposes except for &lt;\/p&gt; &lt;p&gt;certain heavy material that might be carried from the States on the deck of ships. From this place we started to the mouth of the &lt;\/p&gt; &lt;p&gt;Gironde River and the French officer told us that we were to take luncheon at Soulac. On the way to Soulac we passed through the &lt;\/p&gt; &lt;p&gt;finest vineyard part of France. The country was perfectly beautiful and the vineyards were most interesting. We stopped at the chateau &lt;\/p&gt; &lt;p&gt;Lafite, owened by one of the Rothchilds where the Lafite wine is produced. Their output is six hundred barrels per year. We were taken &lt;\/p&gt; &lt;p&gt;thru the chateau which is never visited by the Rothchilds and then were given wine thirty years old. It was a real treat to go thru this cellar and the large cellar for &lt;\/p&gt; &lt;p&gt;the yearly product. When we arrived at Soulac we found that the French officers had prepared us a luncheon. We looked out on a &lt;\/p&gt; &lt;p&gt;beautiful Bay, the fact of it was that it was perfectly enchanting. After lunch I thanked Colonerl Tinedon for our lunch and he said &lt;\/p&gt; &lt;p&gt;they had brought us out there for lunch so that we would be just as near America as we could be in France and could look out across &lt;\/p&gt; &lt;p&gt;the ocean to our families at home. We thought this was a beautiful sentiment. After luncheon we drove over to Verdon, which is exactly &lt;\/p&gt; &lt;p&gt;at the mouth of the Garande River. From there we proceeded back to Bordeaux but on account of numerous accidents to the machine we did &lt;\/p&gt; &lt;p&gt;not arrive until half past seven. We hurriedly got ready for our return to Paris and after a light supper we took the train at 10:30 &lt;\/p&gt; &lt;p&gt;and arrived at Paris the next morning at 9:00 o&#8217;clock. The best part of June 18th was spent preparing our report. In fact we did not &lt;\/p&gt; &lt;p&gt;get thru until 11:00 at night. I got to the office in the afternoon to see Colonel Bradley and in company wiht Major Bacon, attempted &lt;\/p&gt; &lt;p&gt;to call on Sir Arthur Sloggett, Director General of the British forces in France. He was not home but his host, Captain Cohn, insisted &lt;\/p&gt; &lt;p&gt;that we should come to breakfast with Sir Arthur at 8:00 o&#8217;clock on the 19th. This we did and had a most charming visit with him for &lt;\/p&gt; &lt;p&gt;an hour. During that time he gave us very wide information in regard to his handing of the British Red Cross. In fact he gave us &lt;\/p&gt; &lt;p&gt;information on many points. In the evening I took dinner with major Murphy, Mr. Perkins and Mr. Hargis at the Ritz Hotel to discuss &lt;\/p&gt; &lt;p&gt;the relation of Red cross Commission, of which Mr. Murphy is Chairman, should hold ot the Headquarters. The meeting resulted in a &lt;\/p&gt; &lt;p&gt;recommendation that Major Murphy be taken on the Commanding General&#8217;s Staff and carry on his work which is to be very extensive with &lt;\/p&gt; &lt;p&gt;the different staff officers. They are going to rebuild some of the destroyed towns in the northern part of France and are going to &lt;\/p&gt; &lt;p&gt;give Red Cross assistance to the French Army as well as to the American Army. I have also been on a board to make recommendations in &lt;\/p&gt; &lt;p&gt;regard to the gas service of the American Army. This board held meetings on the 20th and 21st and resulted in a recommendation that a &lt;\/p&gt; &lt;p&gt;gas service should be authorized at once, the necessary officer appointed to begin the organization for his stupendous task. In the &lt;\/p&gt; &lt;p&gt;meantime we found opportunity on the afternoon of the 19th to go to the railroad station and inspect the Red Cross hospital train, the &lt;\/p&gt; &lt;p&gt;Carre, and a French hospital train. Many questions of first importance are coming up every moment and we are at our wits end all the &lt;\/p&gt; &lt;p&gt;time to be able to meet the calls that are placed upon us. I believe the organization is going to develop in a satisfactorily manner &lt;\/p&gt; &lt;p&gt;if we can get the proper personall but it will be a long time and very very great work. The meeting was a most satisfactory one, as have all our meetings with &lt;\/p&gt; &lt;p&gt;Major Murphy and his Committee. The event of Saturday the 23rd was the lunch given to General Pershing and his Staff by the Military &lt;\/p&gt; &lt;p&gt;Governor of Paris and Madam Dubail, at the home of the Military Governor. It was certainly a great occasion and one to be remembered &lt;\/p&gt; &lt;p&gt;forever. It is the first time the dining room in their palace has been opened since the beginning of the War. General Foch is &lt;\/p&gt; &lt;p&gt;a splendid looking character. He broke thru the German lines at the Marne and is reported to have refused to retreat when the English &lt;\/p&gt; &lt;p&gt;wanted him to, which would have gen the Germans Galais. In other words, he will stand out in history almost equal to marshall Joffre. &lt;\/p&gt; &lt;p&gt;Dr. Williams was in to have a talk about venereal diseases and incidentally he has something to say about the Service of Water at the &lt;\/p&gt; &lt;p&gt;front. We showed him the memorandum which had been prepared on that subject which apparently pleased him very much. The Doctor left &lt;\/p&gt; &lt;p&gt;for the States Saturday. On Sunday, the 24th, Colonel Bradley and I had luncheon with Doctor Hutchinson, Doctor Powers and Doctor &lt;\/p&gt; &lt;p&gt;Manion and Doctor Bacon at some little place down the river. It was a [unreadable] luncheon and the question of militarizing the &lt;\/p&gt; &lt;p&gt;American Ambulance was discussed. They are to put up the concrete proposition so that it can be cabled to the States for the necessary &lt;\/p&gt; &lt;p&gt;authority to bring into the service and then loan them to the French just as we have done with the six base hospitals to the English. &lt;\/p&gt; &lt;p&gt;Nothing particularly happened from an official standpoint on Sunday. We went to tea at Captain Boyd&#8217;s and then took a walk and in the &lt;\/p&gt; &lt;p&gt;evening remainded in at home. In the walk we went out to the Bois, which is a famous place around Paris. Dick Strong has been in the &lt;\/p&gt; &lt;p&gt;office several times and a telegram has been sent to call him into active service. He could start the laboratory which will be needed &lt;\/p&gt; &lt;p&gt;for the Service of Water. Wadhams is back this morning from his trip to Valdahon and Gondrecourt. He reports things as progressing &lt;\/p&gt; &lt;p&gt;fairly well up there. I had a talk with Dr. Pette this morning in regard to the control of prostitutes in the town where we have &lt;\/p&gt; &lt;p&gt;troops. The concrete propsition put up to him was to have the authorities stop street-walkers, cribs, and soft snaps; to have all the &lt;\/p&gt; &lt;p&gt;prostitutes put in a restricted districts, examined twice a week and given cards; to have all infected prostitutes sent to a local &lt;\/p&gt; &lt;p&gt;hospital and kept there until they were not infectious. He has promised to see what can be done. In the meantime the Judge Advocate is &lt;\/p&gt; &lt;p&gt;preparing a venereal order which he is consulting us about from time to time. The report of the Gas Board was apparently accepted by &lt;\/p&gt; &lt;p&gt;the general, as was the report on the Red Cross organization. The request for the establishment of a Service of Water was referred to &lt;\/p&gt; &lt;p&gt;the Chief Engineer and Colonel Taylor promised me that he would ask by cable to have a sanitary engineer sent over here. We have &lt;\/p&gt; &lt;p&gt;examined for promotion Edwards, Carad, Clyde Ford, Wadhams and Church. Church is pretty well advanced in tabes and his case will have &lt;\/p&gt; &lt;p&gt;to be worked out yet. No mail from home yet.
