Still relevant today, in a variety of contexts, are the subjects he discussed: the need for preparedness in light of war and for research into deadly diseases, recent improvements in public health and health care, and hope that the research conducted at NIH would lead to new cures for and even the prevention of disease.<\/p>\n<p>Today, the National Library of Medicine is making the film of Roosevelt\u2019s speech publicly available for the first time, nearly 74 years after the President made his speech. <a title=\"YouTube\" href=\"https:\/\/www.youtube.com\/watch?v=1wA9ymUNbeY\">Sound recordings<\/a>, <a title=\"The National Archives and Records Administration\" href=\"http:\/\/research.archives.gov\/description\/197943\" target=\"_blank\" rel=\"noopener\">transcripts<\/a>, and <a title=\"NLM's Images from the History of Medicine\" href=\"https:\/\/collections.nlm.nih.gov\/?f%5bdrep2.isMemberOfCollection%5d%5b%5d=DREPIHM\">photographs<\/a> of this event have been available publicly for many years. Our research suggests, however, that this rare film footage has not been seen publicly since its recording and may no longer exist anywhere else.<\/p>\n<p>The live footage of the speech was given to NLM many years ago by the <a title=\"The National Archives and Records Administration\" href=\"http:\/\/www.archives.gov\/\" target=\"_blank\" rel=\"noopener\">National Archives and Records Administration<\/a>. The recording does not appear to have been professionally produced, although news organizations such as CBS were present on that day. The camera is unsteady in places, a hand sweeps across the lens, and the filming starts and stops, though it isn\u2019t known whether this is a result of the original filming or of later editing.<\/p>\n<p>While we have long been able <a title=\"YouTube\" href=\"https:\/\/www.youtube.com\/watch?v=1wA9ymUNbeY\">to hear<\/a> Roosevelt\u2019s support for public health and medical research, now we can <em>see<\/em> him state some of his powerful words from this important speech, and truly appreciate the experience of being in the audience on that historic day. The President\u2019s concluding words capture the weight of the moment: \u201cToday the need for the conservation of health and physical fitness is greater than at any time in\u00a0the nation\u2019s history. In dedicating this Institute, I dedicate it to the underlying philosophy of\u00a0public health, to the conservation of life, to the wise use of the vital resources of our nation.\u00a0I voice for America, and for the stricken world, our hopes, our prayers, our faith, in the power\u00a0of man\u2019s humanity to man.\u201d<\/p>\n<p><iframe loading=\"lazy\" title=\"President Roosevelt Dedicates NIH (NARA, 1940)\" width=\"840\" height=\"630\" src=\"https:\/\/www.youtube.com\/embed\/UrVZblIYljo?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p>Five years before Roosevelt\u2019s dedication, in 1935, <a title=\"PDF from the National Institutes of Health\" href=\"https:\/\/history.nih.gov\/display\/history\/70+Acres+of+Science\" target=\"_blank\" rel=\"noopener\">Luke and Helen Wilson had donated land<\/a> in Bethesda, Maryland, to the government to be used as the new home of the National Institute of Health. At the dedication, President Roosevelt thanked Mrs. Wilson for the gift she and her husband had made to and for the benefit of the nation, \u201cFor the spacious grounds on which these buildings stand we are indebted to Mr. and Mrs. Luke\u00a0I. Wilson, who wrote me in 1935, asking if part of their estate at Bethesda, Maryland, could be\u00a0used to the benefit of the people of this nation. I would tell her now as she sits beside me that in their compassion for suffering, their hope for human action to alleviate it, she and her husband\u00a0symbolized the aspirations of millions of Americans for a cause such as this. And we are very grateful.\u201d<\/p>\n<p>The Wilsons\u2019 donated their land shortly before the President signed the <a title=\"The Social Security Administration\" href=\"http:\/\/www.ssa.gov\/history\/35act.html\" target=\"_blank\" rel=\"noopener\">Social Security Act<\/a> in 1935. The Act contained provisions meant to assist in \u201cestablishing and maintaining adequate public health services\u201d throughout the country. Roosevelt made certain in his speech to pointedly address those who opposed some of his proposed health care initiatives, stating that \u201cneither the American people nor their government intend to socialize medical practice any more than they plan to socialize industry.\u201d<\/p>\n<p>The possibility of the United States entering the war in Europe was also clearly on the President\u2019s mind. He praised the Institute, stating \u201cIt is promoting and stimulating cancer research\u00a0throughout the nation; it is bringing to the people of the nation a message of hope because many\u00a0forms of the disease are not only curable but even preventable. Beyond this, it is doing research\u00a0here and in many universities to unravel the mysteries of cancer. We can have faith in the\u00a0ultimate results of these efforts.\u201d<\/p>\n<p><em>It is our honor and privilege to make this film footage available now as excitement is building for the upcoming PBS broadcast of the new Ken Burns documentary, <\/em><a title=\"Public Broadcasting Service (PBS)\" href=\"http:\/\/www.pbs.org\/kenburns\/films\/the-roosevelts\" target=\"_blank\" rel=\"noopener\"><em>The Roosevelts: An Intimate History<\/em><\/a><em>, a landmark project that was funded in part by the National Endowment for the Humanities, <\/em><a title=\"The National Library of Medicine\" href=\"http:\/\/www.nlm.nih.gov\/news\/partnership_nlm_neh.html\"><em>with whom NLM is working<\/em><\/a><em> on initiatives of common interest.<\/em><\/p>\n<p><em>For their assistance in determining what research suggests to be the uniqueness of this footage, we thank our colleagues in the <\/em><a title=\"The National Library of Medicine\" href=\"https:\/\/lhncbc.nlm.nih.gov\/\"><em>NLM\u2019s Audiovisual Program and Development Branch of the Lister Hill National Center for Biomedical Communications<\/em><\/a><em>, the <\/em><a title=\"The National Institutes of Health\" href=\"http:\/\/history.nih.gov\/\" target=\"_blank\" rel=\"noopener\"><em>NIH Office of History<\/em><\/a><em>, and the <\/em><a title=\"The National Archives and Records Administration\" href=\"http:\/\/www.archives.gov\/\" target=\"_blank\" rel=\"noopener\"><em>National Archives and Records Administration<\/em><\/a><em>.
