[Utilities-announce] HTTPS tests on Nov 2 and Nov 4

NCBI will be conducting additional HTTPS tests this week:

Wednesday, November 2 from 1:00-4:00 PM EDT (17:00-20:00 UTC)
Friday, November 4 from 10:00 AM-2:00 PM EDT (14:00-18:00 UTC)

This test will mainly affect software that uses NCBI API's (e.g. the E-utilities) or NCBI toolkits (e.g. C++, SRA).

If you develop software that makes any of these requests, please check your software during the test window for performance problems.

If you use software that makes these requests, and experience problems during the test period, please contact your software vendor for assistance.
