[Utilities-announce] NCBI PubMed via SOAP updated

[utilities-announce at ncbi.nlm.nih.gov]

The PubMed schema SOAP E-Utility was  updated. 

Projects that access PubMed via SOAP interface should be updated and rebuilt.

Changes to efetch_pubmed.xsd include:
 - A new "Language" attribute was added to the <OtherAbstract> element.
 - NameID attribute in <Author> and <Investigator> elements was renamed to Identifier.
