[Utilities-announce] NCBI PubMed XML updated in E-Utilities

[utilities-announce at ncbi.nlm.nih.gov]

The NCBI E-Utilities PubMed EFetch XML will soon be updated to include
PubMed Central IDs for PubMed citations, where applicable.

These data will be added to the ArticleIdList as ArticleId IdType="pmc"
