[Utilities-announce] New SOAP version on production system

E-Utility SOAP Users,

We will soon be replacing the current SOAP E-Utility with a new version. A
test site is available at:

Please test and update your software to use the new version as this will
replace the existing system in the next 2 to 3 weeks.
