[Utilities-announce] ELink DTD update

The ELink utility DTD will soon change to add an optional IconUrl value that
includes the default electronic data provider of the citation and abstract
icon URL that now displays on a PubMed citation, e.g.,

<IconUrl>/entrez/query/egifs/http:--highwire.stanford.edu-icons-externalserv
ices-pubmed-notfree-jhered-entrez.gif</IconUrl>

An updated example is included below for the ELink URL:
