[Utilities-announce] Updated SOAP version on NCBI system

ESOAP was updated on August 2, 2005 to support the OMIM database in EFetch.

In addition, the Taxonomy schema was update to add the new element
LinkageEx.

If you access the Taxonomy database please recompile your SOAP client
application created in MS Visual studio or with Java Axis. In all other
cases the new WSDL version is backward compatible with the version 1.3.
