[Utilities-announce] EGQuery DTD change

[utilities-announce at ncbi.nlm.nih.gov]

To provide a consistent naming schema across the EUtility DTDs the
EGQuery.DTD will rename the element DBName to DbName.

The value in DbName will also change to match existing EUtility database
names and an element, MenuName, will be added to include the web database
name, e.g., 
            <DbName>domains</DbName>
            <MenuName>3D Domains</MenuName>
