[Utilities-announce] PubMed DTD changes

The Entrez DTDs will change slightly to accommodate the annual National
Library of Medicine maintenance known as Year-End Processing. The new
versions of the DTDs will apply when PubMed/MEDLINE citations and the MeSH
database have been updated with 2004 MeSH tomorrow:
