[Utilities-announce] NCBI EUtilities SOAP changes

NCBI has updated the sequence databases schema (efetch_gb.xsd) to add
the latest changes to GBSeq type.

The changes are backward compatible with the previous version, but
developers using Apache Axis should run WSDL2Java utility and rebuild
the SOAP client application if it retrieves data from the sequence
databases with eFetch.
