[C++ Toolkit ANNOUNCE] New features in the on-line C++ Toolkit docs (style & convenience)

The C++ Toolkit's online docs' framework has been improved:

1) Added (to all doc Web pages) automagic "left blue bar" containing useful
   references to NCBI, IEB pages, C and C++ docs, browsers and miscellanea:
 http://www.ncbi.nlm.nih.gov/IEB/ToolBox/CPP_DOC/

2) Added these useful links to the C/C++ Toolkit LXR Source Browser's
   "upper-left grey box":
 http://www.ncbi.nlm.nih.gov/IEB/ToolBox/CPP_DOC/lxr/source/

3) Engage "standard NCBI" stylesheet for all C++ Toolkit docs' Web pages.
