   This is a XML Schema specification for join certification data for genomes maintained by the Genome Reference Consortium.
   The Genome Reference Consortium (GRC) has been tasked with keeping the human and mouse genome up to date. Part of our effort is to curate component overlaps (joins) that do not meet are defined alignment criteria. In the event that a join does not meet our alignment criteria but the curator decides that the join is still valid and should be used to construct the assembly, the provide a 'certificate' that contains additional evidence supporting the join. As part of distributing the assemblies to third parties (Ensembl, UCSC) the GRC wanted to also distribute the join certificates.
   JiraIssues.xsd schema is used by the GRC for providing information concerning problems regions in their problem tracking system.
