[C++ Toolkit ANNOUNCE] SEARCH engine for on-line documentation added

Vladimir Ivanov has added a SEARCH capability to the NCBI
C++ Toolkit on-line docs. -- It's presented in each page's
header and footer (look for input text field with "Search" button
on the side).

It's searching for the regular expression matches exclusively in
the on-line doc pages (and not going to the source code).
