[C++ Toolkit ANNOUNCE] DBAPI drivers for MS Windows

Lately, several DBAPI drivers have been implemented and/or ported
(mostly by Vladimir Soussov) to work under MS Windows:

 - Sybase    CTLIB
 - Sybase    DBLIB
 - Microsoft ODBC
 - Microsoft DBLIB 

The related docs had been updated to reflect this (and some other,
minor changes):

P.S. Unfortunately, some of these additions are not in the upcoming
     public NCBI C++ Release (the latter is by-and-large ready, and it
     will be available before the end of this week).
