Modifies ExploreTool page to match sprint 4 design (#481)
* initial commit of sprint 4 explore page

- removes location from J40Alert
- localizes `COLOR KEY`

* adds intl to constants file

* modifies download zip URL to new S3 location

* removes location depedencies on Alerts

* add localization for HowYouCanHelp

Cypress Tests

Debugging with VSCode

To debug Cypress tests:

  1. Open the client directory in vscode with code client
  2. In a terminal, run npm start to start the site
  3. In a separate terminal, run npm run cy:open to open cypress with the debug port set to 9222
  4. Open a target test from the list
  5. Create breakpoints in your test code and/or source
  6. Run the Debug Cypress command from the debug menu in VSCode
