Adds post 1.0 updates (#2105)

Browse source 
- closes #2104 - updates statistical areas link
- closes #2103 - CAPs on NO and PARTIALLY
- closes #2099 - Update press release on Alert and FAQs
- closes #2101 - global replace high school degree to high school diploma
- add comparison chart to FAQ
- update .env file with comp chart route to S3
- update snapshots
