# Code of Conduct
The Justice40 community is dedicated to providing a harassment-free experience for everyone, regardless of gender, gender identity and expression, sexual orientation, disability, physical appearance, body size, race, or religion. We do not tolerate harassment of participants in any form.
This code of conduct applies to all Justice sponsored spaces. Anyone who violates this code of conduct may be sanctioned or expelled from these spaces at the discretion of the Justice40 Team.
Some Justice40-sponsored spaces may have additional rules in place, which will be made clearly available to participants. Participants are responsible for knowing and abiding by these rules.
## Definitions
Harassment includes:
- Offensive comments related to gender, gender identity and expression, sexual orientation, disability, mental illness, neuro(a)typicality, physical appearance, body size, race, or religion
- Unwelcome comments regarding a person’s lifestyle choices and practices, including those related to food, health, parenting, drugs, and employment.
- Deliberate misgendering or use of ‘dead’ or rejected names
- Gratuitous or off-topic sexual images or behaviour in spaces where they’re not appropriate
- Physical contact and simulated physical contact (eg, textual descriptions like “_hug_” or “_backrub_”) without consent or after a request to stop.
- Threats of violence
- Incitement of violence towards any individual, including encouraging a person to commit suicide or to engage in self-harm
- Deliberate intimidation
- Stalking or following
- Harassing photography or recording, including logging online activity for harassment purposes
- Sustained disruption of discussion
- Unwelcome sexual attention
- Pattern of inappropriate social contact, such as requesting/assuming inappropriate levels of intimacy with others
- Continued one-on-one communication after requests to cease
- Deliberate “outing” of any aspect of a person’s identity without their consent except as necessary to protect other Justice40 members or other vulnerable people from intentional abuse
- Publication of non-harassing private communication
The Justice40 community prioritizes marginalized people’s safety over privileged people’s comfort. The Justice40 Team will not act on complaints regarding:
- ‘Reverse’ -isms, including ‘reverse racism,’ ‘reverse sexism,’ and ‘cisphobia’ (because these things don’t exist)
- Reasonable communication of boundaries, such as “leave me alone,” “go away,” or “I’m not discussing this with you.”
- Refusal to explain or debate social justice concepts
- Communicating in a ‘tone’ you don’t find congenial
- Criticizing racist, sexist, cissexist, or otherwise oppressive behavior or assumptions
## Reporting
If you are being harassed by a member of the Justice40 community, notice that someone else is being harassed, or have any other concerns, please contact the Justice40 Team. If the person who is harassing you is on the team, they will recuse themselves from handling your incident. We will respond as promptly as we can.
This code of conduct applies to Justice40 sponsored spaces, but if you are being harassed by a member of the Justice40 community outside our spaces, we still want to know about it. We will take all good-faith reports of harassment by Justice40 community members, especially bloggers, seriously. This includes harassment outside our spaces and harassment that took place at any point in time. The abuse team reserves the right to exclude people from the Justice40 community based on their past behavior, including behavior outside Justice40 spaces and behavior towards people who are not in the Justice40 community.
In order to protect volunteers from abuse and burnout, we reserve the right to reject any report we believe to have been made in bad faith. The Justice40 Team is not here to explain power differentials or other basic social justice concepts to you. Reports intended to silence legitimate criticism may be deleted without response.
We will respect confidentiality requests for the purpose of protecting victims of abuse. At our discretion, we may publicly name a person about whom we’ve received harassment complaints, or privately warn third parties about them, if we believe that doing so will increase the safety of Justice40 members or the general public. We will not name harassment victims without their affirmative consent.
## Consequences
Participants asked to stop any harassing behavior are expected to comply immediately.
If a participant engages in harassing behavior, the Justice40 Team may take any action they deem appropriate, up to and including expulsion from all Justice40 spaces and identification of the participant as a harasser to other Justice40 members or the general public.
# Adopt a code of conduct in your community
This anti-harassment policy is based on the example policy from the [Geek Feminism wiki](https://geekfeminism.wikia.org/wiki/Community_anti-harassment), created by the Geek Feminism community.

## How Can I Contribute?
### Report a bug
If you think you have found a bug in the Justice40 tool, search our issues list on GitHub in case a similar issue has already been opened.
When reporting the bug, please follow these guidelines:
- **Please use the `Bug Report` issue template** ([here](https://github.com/usds/justice40-tool/issues/new/choose)). This is populated with the right information
- **Use a clear and descriptive issue title** for the issue to identify the problem.
- **Describe the exact steps which reproduce the problem** in as many details as possible. For example, start by explaining how you got to the page where you encountered the bug.
- **Describe the behavior you observed after following the steps** and point out what exactly is the problem with that behavior.
- **Explain which behavior you expected to see instead and why.**
- **Include screenshots and animated GIFs** if possible, which show you following the described steps and clearly demonstrate the problem.
- **If the problem wasn't triggered by a specific action**, describe what you were doing before the problem happened.
### Suggest an enhancement
If you don't have specific language or code to submit but would like to suggest a change, request a feature,
or have something addressed, you can open an issue in this repository.

Please open an issue of type "Feature request" [here](https://github.com/usds/justice40-tool/issues/new/choose).
In the issue, please describe the feature you would like to see, why you need it, and how it should work. Team members will respond to the issue as soon as possible.
### Submit a pull request

This repo contains the code for the working prototype and soon to be MVP of the Justice40 Climate, Environmental, and Economic Justice Screeing Tool. The Justice40 initiative and screening tool were announced in an [Executive Order](https://www.whitehouse.gov/briefing-room/presidential-actions/2021/01/27/executive-order-on-tackling-the-climate-crisis-at-home-and-abroad/) in January 2021, with the goal to launch an MVP of the tool by July 27, 2021. This tool will include interactive maps and an initial draft scorecard by which federal agencies can identify historically overburdened and underserved communities for benefits in their programs.
The Justice40 team is taking a community-first and open source approach to the product development of this tool. We encourage contributions in the form of discussion on issues in this repo and pull requests of documentation and code. Please see the [Contributing](#Contributing) section for more information.
