<ol><li>Please provide us with five research and policy questions that you think are the most important that need to be answered concerning the cost, quality, and outcomes of institutional long-term care in order to guide policy. Assume you have available the best national data possible.</li>
<li>We are beginning an effort to develop national quality measures for long-term care so that we can monitor quality of care at a broad national level over time. We need your recommendations on what should be measured to develop national quality indicators for institutional long-term care. We need either outcome, process, or structure measures that can be feasibly obtained through either administrative or survey data. Your input will help guide our data development planning.</li></ol>
<p>Please respond to the following questions for each of these four long-term care populations:</p><ul>
<li>Long-stay nursing home residents.</li>
<li>Sub-acute care residents in nursing homes and other settings.</li>
<li>Assisted living and personal care residents.</li>
<li>Non-elderly disabled in institutions.</li></ul>
<p> Please provide a separate set of responses for each group, as some measures may be unique to that group.</p><ol>
<li>What are the major quality areas of concern?</li>
<li>What are the measures that can be used as indicators? Over what interval should this be measured?</li>
<li>What are the key health and demographic factors that need to be included for risk adjustment?</li>
<li>Which risk adjusters are likely to be changing over time (e.g., population aging, more ADLs)?</li></ol>
<p> For each measure please indicate data source, accuracy, and populations that are covered. </p>
<p> Given that the participants of this meeting have a broad range of expertise, we understand that some of you will be more able to respond to some questions than others. If you can provide insights into all areas, that is great. Otherwise, please focus on your areas of greatest expertise.</p>
