A Tool for Local, Regional, and State Planners

AHRQ Public Health Emergency Preparedness Research Program

The Emergency Preparedness Resource Inventory (EPRI) is a database and communication system designed to help cities, counties, States, or regions (1) compile an inventory of resources needed to respond to emergencies and (2) determine what resources are available during an emergency. In addition to a Web-based software tool, EPRI includes an Administrator's Guide and a User's Manual.

This version of EPRI, new as of May 2011:

Is compatible with latest versions of SQL Server (tested up to 2008).

Is compatible with the newer versions of IIS (tested up to IIS 6.0).

Now has an installation wizard to make installation easier.

Now has a more robust user interface and uses updated controls.

Has data quality monitoring tools.

Comes preloaded with data from the AHRQ Surge model.

Improved inventory reporting functionality.

Enhanced emergency request functions.

Select for Download Information.

Background

The EPRI tool can be customized to create an inventory appropriate for any region, State, or locality. Because EPRI is Web-based, all selected organizations in an area can enter information about their resources. It creates automated reports for use in preparedness and planning as well as incident response. EPRI also has extensive security protections.

For detailed instructions on installing and using the tool, go to the accompanying Administrator's Guide. An overview of installation is provided below.

Requirements

EPRI is a Web-based system: all users need a high-speed Internet connection and a Web browser to use EPRI. EPRI has been tested and verified to function on a server with Microsoft® Windows® Server 2003 SP2 installed with IIS 6.0 The system requirements for the EPRI installation are:

Windows XP®, Windows® Server 2003, Windows® Server 2008, or Windows 7.

Internet Information Server 5.1 or greater.

Microsoft® .NET Framework version 3.5 SP1.

Microsoft® SQL Server 2008 or Microsoft® SQL Express 2008 SP1.

If desired, the EPRI owner can contract with a commercial web hosting company that supports Windows IIS and SQL Server 2008 to host EPRI.

In addition, hosting EPRI requires access to an SMTP server (for sending outgoing E-mail from EPRI).

It is highly recommended to purchase and install an SSL certificate on all systems containing live data (for encrypting data transmitted between EPRI and Web browsers).

Persons who access EPRI must have Web browsers that meet the following specifications:

Internet Explorer 7+ or Firefox 3+.

JavaScript™ enabled.

Cookies enabled.

Popup blockers turned OFF.

Complete installation instructions are provided in the Appendix.

Once EPRI has been installed, point your Web browser to the EPRI web address provided by the person who installed EPRI. The default login page will appear (Figure 2.1).

You can log in with the default administrator login:

Login: demoAdmin.

Password: firstInstall.

Note: The first time you log in to EPRI, there will be a delay before the login page is displayed (because the default database data is being loaded into the empty database).

Go to Task 6 in Chapter 3 for instructions on customizing the default login page.

Once EPRI is installed, the EPRI Administrator can log in with the default administrator account that was entered as part of the installation procedure.

Once you log in, the default home page will appear (Figure 2.2).

Go to Task 6 in Chapter 3 for instructions on customizing the default home page for your jurisdiction.

At the top of each EPRI Web page is the EPRI keyword bar, which has the keywords:

Home.

Locations.

GeoData.

Users & Organizations.

Resources.

Inventory.

Reports.

Emergency Requests.

The Locations, GeoData, Users & Organizations, and Resources keywords are used to set up and customize EPRI, and are the focus of the Administrator's Guide. These four keywords are accessible to EPRI Administrators, but not to other types of EPRI users (go to "User Roles and Registration" in Chapter 4).
