This figure depicts the process of developing a learning collaborative as a circle with five intervening steps: (1) activate social networks, frame and analyze the situation, consider stakeholder interests and challenges; (2) share knowledge, data, and ideas and engage in an informal sense-making process; (3) develop a mutual understanding of the reasons for the collaborative; (4) set expectations, deadlines, measures, and roles and responsibilities; and (5) implement and learn from the collaborative, adapting and improving it based on perceptions of fairness and efficiency.
