facter: deprecation (#9451)
* facter: deprecation
Per https://github.com/ansible-collections/community.general/pull/7356#issuecomment-1752460442 it has been agreed that this module would be replaced with the better named `facter_facts`.
* add changelog frag
* add deprecation note to the module documentation
