* New boto3_facts module

boto3_facts aims to help users see whether their python and module
versions are as expected.

* Rename to `assert_python_requirements`

* Update integration tests

* Document options

* fix imports

* boilerplate

* fix docs

* reorder import

* Make distutils optional and fail gracefully when it is not available

* fix example doc

* fix docs on requirements_facts
