Add inventory plugin iocage (#9262)
* Add inventory plugin iocage #9261

* inventory/iocage.py BOTMETA entry added.

* Remove missing methods from the test.

* Avoid shell mode.

* Parameter host is optional default=localhost

* Fix AnsibleError calls.
