If IAM Role is created without description using aws cli or UI,
then Ansible failed to update description for such IAM role.
This fixes such condition.

The remove_policies function in iam_role.py enumerates a list of policies to remove. However, due to an indentation issue on the return True line, only the first such policy would be removed.
This change outdents the return True so that all of the the requested policies are removed.
* replace uses of sort_json_policy_dict with compare_policies which is compatible with Python 3 and remove sort_json_policy_dict from the AWS guidelines since it only works on Python 2
* Sort any lists containing only strings
* Sort the original policy too
* Convert to AnsibleAWSModule and support IAM permission boundaries
* Handle adding boundary to existing role that lacks one
* Properly clean up role boundary associations on delete
* Handle case when policy boundary is `""` but does not exist
* add check description update
* Ensure 'Description' is in the role so KeyError isn't caused
* Fix changed when modifying the description with check mode
* Module DOCUMENTATION should match argspec
Large update of many modules so that DOCUMENTATION option name and
aliases match those defined in the argspec.
