Removal of docker content for 2.0.0 (#1304)

* Remove docker content.

* Clean up BOTMETA.

* Add redirects, tombstone docker_image_facts and docker_service.

* Add changelog.

* Remove docker action group.

* Rewrite fragment.

* Ansible 2.11 is now called Ansible 3.0.0.
